PUTNAM COUNTY, Fla. — April 13, 2026 — With profound sadness, Sheriff H.D. “Gator” DeLoach has announced the passing of former Sheriff Jeff Hardy, a longtime law enforcement leader whose decades of public service left a lasting impact on Putnam County.
Hardy passed away over the weekend, leaving behind a legacy defined by his commitment to public safety, school security, and modernization within the sheriff’s office.
Former Sheriff Jeff Hardy began his law enforcement career in Putnam County in 1991 after transferring from the Broward County Sheriff’s Office. He previously served in the United States Navy before beginning his career in law enforcement. He started as a deputy and rose through the ranks, eventually achieving the rank of lieutenant before resigning in 2004 to pursue a campaign for sheriff.
Although his first attempt was unsuccessful, Hardy remained active in public service, working with the Putnam County School District to improve safety measures and strengthen security protocols across schools in the county. His efforts focused on protecting students and staff and enhancing emergency preparedness.
In 2008, Hardy ran again for sheriff and was elected, taking office in 2009. Early in his administration, he was immediately confronted with a series of major challenges that would define his leadership and shape his legacy in the community.
One of the most significant events during his tenure was the disappearance of Haleigh Cummings, a case that drew national attention and placed Putnam County under intense scrutiny. Around the same time, the county’s aging jail system experienced several serious incidents, including a major inmate escape, an attempted escape in which an inmate was shot while climbing a fence, and multiple inmate deaths. The facility was widely considered outdated, overcrowded, and unsafe.
Despite these challenges, Hardy worked to push forward long-term solutions. His leadership helped secure approval for the construction of a new jail facility designed to improve safety for inmates and staff while meeting modern standards for security and hurricane resistance. The new Putnam County Jail opened in January 2016, marking one of the final major accomplishments of his tenure.
During his time in office, Hardy also implemented a district policing model aimed at improving accountability, efficiency, and community engagement. These operational changes modernized how the sheriff’s office delivered services and increased transparency within the agency.
Sheriff H.D. “Gator” DeLoach, who worked alongside Hardy earlier in his career, reflected on his impact and leadership, noting the difficult circumstances Hardy faced early in his administration and the lasting reforms he implemented.
“Jeff had a compassion for people and his first year he was tasked with navigating, I dare say, an unimaginable series of events that culminated in a perfect storm,” DeLoach said. “He was able to work toward a better environment for our staff, inmates and residents in getting a new jail built. He created a district policing model that modernized the way this office operates. He reshaped how we deliver service by bringing greater accountability, efficiency and transparency to our operations – something we continue today. As his friend, I will remember his wit, sense of humor and unwavering commitment to public service.”
Hardy’s dedication to his fellow law enforcement officers was also evident in 2011, following the shooting of Deputy Randy Hayes in the line of duty. While insurance covered medical expenses, it did not fully cover essential recovery equipment and support needs. In response, Hardy worked with community members to establish the Ten-24 Foundation, named after the law enforcement code for “officer needs assistance.”
The foundation continues today as a nonprofit organization supporting Putnam County law enforcement officers, local agency employees, and their families. It has provided assistance for medical care, cancer treatment, mental health support programs, peer counseling training, and lifesaving equipment.
Sheriff DeLoach said Hardy’s impact on the community and law enforcement family will continue to be felt for years to come, describing his contributions as both meaningful and enduring.
As Putnam County mourns the loss of former Sheriff Jeff Hardy, colleagues, friends, and residents remember a man who dedicated his life to service, public safety, and the betterment of his community.
