PERRY TOWNSHIP, Ohio — A heartbreaking two-vehicle crash along State Route 173 has claimed the life of Chelsea Miller, 35, of Lisbon, leaving a community in mourning and a family devastated by sudden loss.
According to a news release from the Ohio State Highway Patrol (OSHP), the fatal crash occurred at approximately 2:40 p.m. on Tuesday, April 14, on State Route 173 near mile marker 11 in Perry Township. Authorities say the collision involved a 2024 Jeep Grand Cherokee and a 2013 Nissan Rogue in what has since become a tragic reminder of how quickly lives can change on the roadway.
Preliminary findings indicate that a 78-year-old driver, Shirley Rill of Salem, was operating the Jeep Grand Cherokee when the vehicle crossed left of center for reasons still under investigation. The Jeep then struck a Nissan Rogue driven by Chelsea Miller, 35, of Lisbon.
The impact was severe. Emergency responders rushed to the scene and provided immediate assistance before transporting Miller to a nearby hospital. Despite all life-saving efforts, she was later pronounced deceased due to the severity of her injuries.
Rill was also transported to a separate medical facility where she was treated for serious injuries. Authorities have not released further updates on her condition at this time.
The crash prompted a significant emergency response from multiple agencies, including the Ohio State Highway Patrol, Perry Township Police Department, Columbiana County Coroner’s Office, Perry Township Fire Department and EMS, Damascus Fire Department and EMS, Salem Fire and EMS, and EMT Ambulance services. Both lanes of State Route 173 were temporarily shut down as crews worked diligently to secure the scene, investigate the crash, and clear the roadway. The highway has since reopened to traffic.
As investigators continue to piece together the circumstances surrounding the collision, officials have confirmed that the incident remains under active investigation by OSHP. Factors such as roadway conditions, driver health, and vehicle dynamics will all be considered as part of the ongoing inquiry.
